Just me – little old Steve-san(as my Japanese master used to call me). But I did use some public domain assets as well that other people had created.
When will ICARUS: Starship Command Simulator be available for purchase?
It depends on whether or not the Greenlight gets approved and when. If it doesn’t ever get approved then I will eventually put it up on itch.io.
Can I mod the game?

It will be for Windows PC. It will unlikely ever be available on any other platforms.

The source code will be open source once the game is released to the public(as is required because I used the open source id Tech 4 source code to make the game).

It is a single player only game.

Yes. Midwest Video Games gives permission for the players of ICARUS: Starship Command Simulator to make videos of gameplay and publish them to YouTube, Twitch.TV or other similar video services. You are free to monetize the videos through partner programs that allow advertisements.
